I think there is a third reason, which is insecurity. Whether it's because they fear that an incomplete product will bring bad reputation and lose the opportunity to sell it once finished, or because they are afraid of becoming irrelevant by replacing their intuition with real data.

While I believe that often, as you mention, data is not correctly collected to make the right decisions, I'm not sure if it's due to technical reasons or lack of competence of those involved. I mean, most people, especially in business, are not competent in statistics, and that's fundamental to be able to profit from data. And if you don't know which data you need, then you will either take all of it, or too little, or record what the user does with things like FullStory.

Uhm... I hadn't thought about this last point before, and it makes a lot of sense. Thank you very much for your input.
