Right! You made me realize that in one of my edits I removed the clarification about it accidentally. I have got it back.
However, once said that, you would be surprised how feasible is CD on many of the scenarios that you have described. For example, "hardware" companies like Tesla or SpaceX are using CD, the latter able to patch the software 30 minutes before launch. And about legal requirements, there are also several techniques to solve them.
