Not exactly 100% right. Excellent teams can do that, but with the wrong methodology, they cannot excel. Also, there is something beautiful in the feedback loop created by these methodologies: you have more opportunities to learn and practice and improve. So, they might not excel, but they will improve indeed.
And yes, giving the "teams permission to let them do their job the way they want to" is very important. It has a lot of repercussions, and that is also a conclusion of the DORA report.
BTW: According to the DORA report, elite and high performing teams are around the 40% of respondents (20% each), that is a tremendous high ratio of excellent teams.
