It depends.
I do not know the size of your organization, or how you can decide what to user or not to use, but as far I have seen in many organizations, SAFe is more like a buzzword to continue using Waterfall.
As you said, it is a buffet, but the ones that are choosing what to take and how to use them, are the ones who want to continue doing waterfall.
So, in general, someone in the organization will be able to pick some things, but the one responsible is often the one that does not comprehend the big picture of software development.
