Entirely agree. At the end, if you have trustworthy tests, you will have better quality than most reviews will give you. Even in the case of core microservices, any breaking change has to be dealt with great care; probably you will even need some planning before.

But just wondering. Without PRs, when a programmer sees a failure, he can fix it immediately, instead of asking another to solve it. Could it drive a better culture and ownership?
